Prior to politics, Chao worked several years in the financial sector. She served as senior lending officer at Citicorp from 1979 to 1983. Chao was granted a White House Fellowship under the Reagan administration in 1983. She was vice president of syndication at BankAmerica Capital Markets Group from 1984 to 1986.

She served as deputy maritime administrator at the U.S. Department of Transportation (1986-88) and as chairwoman of the Federal Maritime Commission (1988-89).
